Yeah that's true.
As long as the brain is inside the universe. My theory is that there's a part of everyone which is outside this world and sticks to them right outside in 4D space. Like a soul but minus the religious nonsense. This part could be under laws more complex than the universe.
You're right when it comes to the entropy of the universe versus the brain. But in terms of what intuitively feels more complex, I still think the brain. It feels like the universe is easily summed up in a few equations and the brain is much more than that, all in one ball. Plus I think there's a part of the brain that goes outside the physical world.
But I know your position. I respect it.
The brain by far. You could say that the universe is more complex by the sheer number of particles and stuff, but the brain is very nuanced. We are inside the universe and can analyze it all we want, but you don't know anything about what you're thinking. You may think you do, but this is only surface level stuff. You don't know why your brain makes the connections it does or why ideas can pop in your head all of a sudden. The mind is an ocean with random debris coming to the surface, and our chances of understanding distant places through this debris is like the difficulty of understanding the brain.
Technically too the body is more complex than the brain, so I guess the body.
