The Barrel Container is full of all the Prime Barrels possible and impossible, since Prime Barrels can have different laws. The Prime Barrels are all stored in different areas with the different areas of colors, abilities, dimensions, and more.
This verse is simply a giant barrier around every Prime Barrel. Anything that exits this barrier has its existence rank set to -5000^(1000^800000)^(ω^100ω), which isolates it from most objects.
This barrier can be passed through law manipulation or brute force, however the latter is much harder.
